The SAM Journal (May 2005) of the Center for Strategic Studies (Azerbaijan) entitled "The South Caucasus Between Integration and Fragmentation" authored by Fuad Chiragov, Kornely Kakachia, Andrey Makartchev, Mehmet Ogutcu, Amanda Paul, Zaur Shiriyev, Vysak Gasimli, Reshad Karimov, Ferhad Mammadov, Gulstan Pashayeva, Dennis Samut and Cavid Veliyev.

In the introduction, the authors address the following:

Russia continues to have a strong influence via trade, security, energy and cultural ties.

The introduction adds:

"Furthermore, the unresolved conflicts in Georgia and Russia's military base in Armenia have allowed Russia to "leave the South Caucasus without leaving".

In the introduction, the authors explain:

"Not only they allow Russia to project its power across the region through a military presence, the unresolved conflicts can be used to create instability when the need arises."

In this introduction the authors state:

"Russia's recognition of Abkhasia and South Ossetia, and the protectrate status that has adopted towards the territories is a guarantee of long-term instability in the region."

The introduction also informs:

"Putin's attempts to gather former Soviet republics in a Eurasian Union and Russian leadership can as a reason to efforts of some of the countries aspiring to sign Association Agreements (AA) and Deep and Comprehensive Free Trade Agreements (DCFTA) with the EU."

"Armenia became a member of Eurasian Union in January 2015."

The authors in the introduction of the journal explain:

"Russia's illegal annexation of the Ukrainian Peninsula of Crimea and ongoing war in Eastern Ukraine was a further response, and underlined what could be consequences of defying Russia."

The authors in this introduction add:

"Meanwhile the EU, U.S. and NATO lack a coherent strategy that takes into account the realities and threat from Russia."

The May 2015 issue of SAM Journal published an article entitled "Policies from afar:the US options towards greater regional unity into the South Caucasus" written by Fuad Chiragov and Reshad Karimov.

Fuad Chiragov and Reshad Karimov talk about the integration and the two options for the countries in the South Caucasus: either they choose to accept the Western model or they select the Russian model.

The authors write:

"The Russian model: It is based on the idea of USSR in a new form."

"It is about regaining of the Russia's influence in the South Caucasus through military presence, manipulation of ethnic conflicts, control over energy supply, taking over bankrupt industries through debts-assets swaps, and support for Moscow-oriented politcal forces."(p.98)

Chiragov and Karimov address:

"This model is consistent with the policies formulated two decades ago by Yevgeny M. Primakov, the mastermind of Russia's foreign policy strategy in the early 1990s, regarding "the newly independent states" that emerged after the collapse of the Soviet empire."(p.98)

The writers inform:

"In the aftermath of Nagorno-Karabakh war, the Armenian lobby played a crucial role in the US Congress adopting Section 907 of the Freedom Support Act, which prohibited a direct U.S aid to the Azerbaijan."

Chiragov and Karimov write:

"This ban resulted in Azerbaijan being the only country of the former Soviet Union not to benefit from US financial assistance."

"This decision," the authors address, "not only spoiled Washington's relations with Azerbaujan, but it also put into question the impartiality of the U.S."

Chiragov and Karimov in their article in SAM journal also note:

"On 12 March 2013, Graham T.E. argued in his article "In Defense of Strategic Approach to Russia" in "The American interest" journal that the U.S sacrificed Georgia to Russua in exchange for its support on Ira."(p.100)

Another author who published an article in this SAM Journal was Andrey Makarychev.

Andrey Makarychev wrote an article entitled "Russia's policies in the South Caucasus after the crisis in Ukraine:the vulnerabilities of realism".(p.25)

Mr. Makarychev writes:

"Moacow's attempts to project its understanding of the "Russia world" beyond break-away territories can be even more problematic, since it reveals its strong imperial tones."

Mr. Makarychev quotes Dimitry Kiselyev, Moscow's propagandist-in-chief and Russian media personality instructed Russia's closest Caucasus ally Armenians the following:

"If Armenians want to feel safe, they have got to speak Russians."

Andrey Makarychev addresses:

"The policy of Russian President Vladimir Putin in the post-Soviet area in general, and in the South Caucasus in particular, is a combination of two approaches that have their own logic, the yet might coincide in many important respect."

In the SAM Journal (May 2015), the author Memet Ogutcu published an article entitled "China in the South Caucasus: not a critical partnership but still needed".

Mehmet Ogutcu addresses:

"The South Caucasus states are worried about Russia's aggressive strategy and use of force in the post-Soviet sphere of influence, which was clearly shown during the 2008 war in Georgia and 2014 annexation of Crimea, which reinforced their wary attitude to Russian initiatives and its policy."(p.104)

The real occupying power in the occupation of the Azerbaijani territories in the Karabakh province and the seven surrounding regions (a the buffer zone) is Russia.

The Republic of Armenia has been created artificially ( by settling Armenians from Iran and Turkey) by Russia.

Orlando Figes in hus 2010 book entitled "The Crimean War: a History,(New York:Metropolitan Books, 2010),18 writes:

Farid Shafiyev in chapter 2 of his 2015 dissertation thesis entitled "The Russian-Soviet Resettlement policies and their implications For ethnc-territorial conflicts in the Southern Caucasus" writes:

"The resettlement project was born out of geopolitical considerations and was advanced due ti imperial design."(p.56)

"The whole empire-building process in the South Caucasus should be understood in the context of geopolitical situation in this borderland."(p.56)

"The two distinct projects that occurred in the early nineteenth century were:

German resettlement of 1817 -1821 and the Armenian of 1828-1831."(p.56)

According to Mr. Shafiyev:

"The rationale of such design was primarily political- to have a loyal Christian population belt in the Muslim borderlabd, which Russia had used and intended to use against Persian and the Ottoman empire." (p.57)

The scholar Firouzeh Mostashari in her work "On the Religious Frontier" 39, points out that due to Russian "contiguous colonialism," instead of relying on military control, Russia decidef to dilute the composition of native peoples by introducing massive numbers of settlers and incorpoeating the newly-acquired territories into the imperial administration system."

Russia took away the territories from then Turkish people ( today Azerbaijani people) and then settled the Armenian settlers from Iran and the Ottoman Turkey in the South Caucasus.

On 12 March 2013, Graham T.E. argued in his article "In Defense of a Strategic Approach to Russia" in "The American Interest" journal that the U.S. sacrificed Georgia to Russia in exchange for its support on Iran.

The U.S. and the EU sacrifice Azerbaijan to Russia and its satellite state Armenia.

During 1983-84, around 5,000 hectars of the Azerbaijani lands in the Kazakh of Azerbaijan were taken away.

These 15,000 hectars lands [from the Kazakh region of Azerbaijan] were annexd to Armenia in 1983-84.

After the collapse of the Soviet Union in 1991, from 114,000 sqare km of the Azerbaijani territories in 1920 remained only 86,000 sqare km.

The rest were stolen and annexed to Armenia.

The stealing of the territories (taken away ) from Azerbaijan and annexing to Armenia, has become a habit for the Russian leaders.

The Zangezur region near the Iranian border is the ancestral part of the Azerbaijani land.

The Zangezur region [by the Kremlin's oeder] was taken away from Azerbaijan and then annexed to Armenia.

Armenians have falsfied the original name of Zangezur and now they call it "Syunik"!

Mikhail Sergeyvich Gorbachov, Boris Nikolayevich Yeltsin were the patrons of the Armenian causes.

Mikhail Gorbachov and his then Prime Minister (the KGB chief) Yevgeny M. Primakov massacred hundreds of the innocent Azerbaijani civilians on the streets of Baku (20 January 1990 as the Black Friday in the capital city of Azerbaijan).
Boris Nikolayevitch Yeltsin known as a Russian leader who bombarded the Russian parliament in Moscow, also ordered to the Russian generals in the Army to assisst the Armenians in the occupation of the Karabakh region of Azerbaijan.

How deeply the high ranking Russian generals like geberal Shaposhnikov and general Gratchov were involved in the occupation of the Azerbaijani Karabakh and the 7 surrounding regions (over 20% of the Azerbaijani territories) and the Khojali genocide on 26 Feb 1992, the unbiased experts from United Nations should see the archives of the Russian and Armenian Armies on that periods of time).

Boris Yeltsin hated President Abulfazl Elcibay (the Azerbaijani president) because President Elchibay asked him to pull out the Russian soldiers from the Azerbaijani territories.

The Azerbaijani president directly told the Russian President if yoy believe that Azerbaijan is an independent country as Russia is, what does it mean you have the military base in the Azerbsijani territories.

The pressure from the Azerbaijani president forced Boris Yeltsin to pull out the Russian soldiers from the Azerbaijni territories.

The Russian president was an extremely alcoholic, corrupt and unstable man who wanted to revenge the Azerbaijani president for his decision to expell the Russian soldiers from the Azerbaijani territories.

The attacks by the Russian subjects in the South Caucasus (the Armenians) and allowing the Armenian and other Christian mercenaries [from Lebanon, Syria, the Europe and the U.S.and Canada] to arrive in the Azerbaijani Karabakh and to fight along the Armenian separatists in that province of Azerbaijan, was only one option to President Yeltsin.

Russia had many high ranking generals in the Azerbaijani Army even in the centeal commando.

Biris Yeltsin and his generals wanted to make a military Coup-de- Etat to overthrow President Elcibay.

There were many Army officers in the Azerbaijani Army who were the fifth column for Moscow's interests in Azerbaijan.

Leutenant Surat Husseinov in the Azerbaijani Army whose devision (from the Ganja city) together with other divisions attacked to the capital city Baku and forced the Azerbaijani president to escape from the capital.
Russian President and his generals succeeded to overthrow the Azerbaijani president and the head of the military coup Leutnant Surat Husseinov was appointed as the prime minister!!

Mikhail Sergeyevich Gorbachov and Biris Nikolayevich Yeltsin helped to the Armenian armed forces militarily,politically and finacially to pave the way for occupying of the Azerbaijani Karabakh and the seven surrounding regions

It is obvious thar the Russian government helped and hence assured that the Armenians armed forces to capture the Nagorno Karabakh regions in Azerbaijan.

The Western countries (the US and the EU) have been on the side of these aggressors: Russians and their subjects Armenians.

In 2018-19 from 114,000 Azerbaijani territories in 1920 remained only 80,000 sqare km .

All stolen territories (taken away) from Azerbaijan ( by Russia) have been annexed to Armenia.

The USA, France, Canada, Australia, the Great Britain, India,Jordan,Syria, Lebanon, The Netherland, the Belgium, Brazil and many other countries have supported the crimes, the occulation of the Azerbaijani territories.

The aggressions from Russia and its satellite state Armenia have no limits.

Because these aggressions (by Russians and Armenians) are fully supported by the Western countries and their mass media.

The U.S. House of Representative and the U.S. Senate (especially those members elected from the States California and Massachussett) allow the Armenian lobbysts to do what they want in order to hijack the U.S. laws at the pleasure of the rich Armenian diaspora.

The Armenian voters and their influences matter for the U.S law makers.

These law makers do everything in their capacities at the pleasure of the Armenian lobbysts in the USA.

In France also the government and the parliament have become the bedfellows with the Armenian lobbysts and have allowed them to hjack the French laws.

The Armenian lobbysts constantly try to brainwash the officials [such as the politicians, the parlamentarians and the others] and hence to enslave them for doing whatevee they dictate them to do.
